Foley mortgages and home loans

Need a mortgage lender in Foley? Foley is a few miles inland from Gulf Shores, and many buyers assume that settles the flood and insurance question. It helps, but it doesn't settle it. Here's how I handle a Foley purchase.

Does Foley flood if it's inland?

Some low spots can. Hurricane Sally made landfall at Gulf Shores early on September 16, 2020, according to the National Weather Service. That same day, the City of Foley posted that County Road 12 was closed from Highway 59 to James Road due to flooding. It listed flooding on other roads around town too.

The flood maps have also changed over time. When FEMA released draft flood maps for the area in 2017, the city noted that some Baldwin County properties could land in a high-risk flood zone for the first time.

None of that means a given Foley home floods. It means I look up every address on FEMA's Flood Map Service Center. I ask if an elevation certificate (a document showing how high the home sits) exists. And I encourage buyers to price flood coverage even when it isn't required.

Does Foley get a flood insurance discount?

Most NFIP policies do. Foley takes part in FEMA's Community Rating System (CRS). It rewards towns that manage flood risk well with discounts on most National Flood Insurance Program (NFIP) premiums. In March 2023, the city announced FEMA had moved Foley from Class 8 to Class 7. The city said that could mean discounts of up to 16 percent on most NFIP policies issued or renewed on or after October 1, 2023.

Ratings can change, and private flood policies price differently. Your flood insurance agent can tell you what applies to the home you're buying.

How do wind insurance and FORTIFIED homes work in Foley?

Wind and hail coverage is part of every coastal Alabama budget. The Alabama Insurance Underwriting Association, often called the beach pool, offers wind and hail coverage south of the 31st parallel in Baldwin and Mobile counties. It's there for owners who can't find coverage in the regular market.

Alabama law requires insurers to offer discounts for homes built or upgraded to qualifying standards such as FORTIFIED (a stronger, storm-resistant way to build). The Department of Insurance says those discounts are mandatory in Baldwin and Mobile counties. Do you own and live in an existing single-family home? The state's Strengthen Alabama Homes program offers grants of up to $10,000 toward FORTIFIED Roof or Silver upgrades, if funds are available.

What this means for your mortgage

  • Check the flood zone and ask for an elevation certificate on any home you're serious about.
  • Building new? Ask your builder about FORTIFIED construction and get the insurance quote on the finished design.
  • Curious about USDA? Check the address on USDA's eligibility map.
